Bilateral agreements operate at two levels. DARE signs agreements with foreign governments, while ICAR signs agreements with research councils, institutes and universities. The 51 bilateral agreements cover partners in Africa, the Americas, Asia, Europe and Oceania. The United States and Australia have the largest number, with six agreements each, mostly with universities.
Cooperation has expanded quickly in recent years. Since July 2025, ICAR has signed agreements with EMBRAPA (Brazil), the African Plant Nutrition Institute (Morocco), ITRA (Togo), Pennsylvania State University (USA), FGBI ARRIAH (Russia), Dalhousie University (Canada), the India–Israel Innovation Centre for Agriculture, the Gates Foundation, the University of Nebraska-Lincoln (USA), the Government of Seychelles, CARI (Liberia) and CSIR-CRI (Ghana). Africa is a growing focus: 15 of the bilateral agreements are with African partners.
