  1. Reach beyond borders through legitimate channels for agricultural research and development.
  2. Carry out global technology foresight and build partnerships.
  3. Enable research proposals for foreign collaboration and funding.
  4. Act as a single window between DARE and the divisions and institutes of ICAR.
  5. Facilitate official visits of foreign experts to India and of Indian experts abroad.
