Intellectual Property & Technology Management (IP&TM) Unit

About Us

The Intellectual Property and Technology Management (IP&TM) Unit facilitates ICAR institutes in protecting their intellectual assets through various intellectual property (IP) tools, including Copyright, Industrial Designs, Patents, Plant Variety Protection, and Trademarks. It also promotes the utilization and transfer of these assets through technology commercialization. To institutionalize an effective IP ecosystem within ICAR, a three-tier IP management system has been established, individual ICAR institutes are strengthened to protect and manage the innovations and their transfer to end users.

At the institute level, an Institute Technology Management Unit (ITMU), headed by a senior-level scientist, facilitates IP management and technology transfer. At the zonal level, ten subject-specific Zonal Technology Management Units (ZTMUs), established at different ICAR institutes, provide technical and institutional support to the ITMUs. At the Council level, the IP&TM Unit as national coordinating Unit provides policy support, facilitates and coordinates awareness generation and capacity-building activities, and monitors and evaluates IP-related activities across ICAR institutes through the National Agricultural Innovation Fund (NAIF) project.

To streamline these initiatives, the ICAR Guidelines for Intellectual Property Management and Technology Transfer/Commercialization (Revised in 2018), and ICAR Rules and Guidelines on "Training, Consultancy, Contract Research and Contract Service (2014) provide the framework for IP management and technology commercialization and professional services across the Council.

To foster entrepreneurship and promote a start-up ecosystem within ICAR, 50 Agri-Business Incubation (ABI) Centres have been established at various ICAR institutes. These centres support aspiring entrepreneurs and start-ups through technology backstopping, mentoring, access to infrastructure and facilities, and handholding support.
