ICAR Observes Vigilance Awareness Week 2018

29th October – 3rd November 2018

As per the decision and directives of Central Vigilance Commission, Indian Council of Agricultural Research and its institutes across the country is observing Vigilance Awareness Week - 2018 from 29th October 2018 to 3rd November 2018, with the theme of "Eradicate corruption-build a new India".

Dr. A.K. Srivastava, Chairman (ASRB)  adminstrated the pledge to ICAR officers and staff at Krishi Anusandhan Bhavan, while Shri Rajan Agarwal, Director (DARE)  administered the pledge at Krishi Bhawan on 30th October 2018.

Dr. S.K. Srivastava, Director, ICAR-CIWA administered the pledge to all the staff members and briefed about the importance of the event on 30th October 2018. Further, a talk on "Sensitization programs on policies/procedure of organization" was also organised.

Dr. S.K. Ambast, Director, ICAR-IIWM administrated Integrity Pledge on 29th October 2018. A seminar was organised on 30th October 2018.

ICAR- National Academy of Agricultural Research Management

As part of this Vigilance Awareness Week-2018 a Training Workshop for Vigilance Officers of ICAR Institutes was held at ICAR-NAARM during 31st October, 2018 to 1st November, 2018.

A total of 35 Vigilance Officers from various ICAR institutions participated in the workshop. The participants were introduced to different case studies, vigilance procedures and preventive vigilance. Participants in eight groups discussed vigilance issues i.e. Vigilance Awareness Week & Vigilance angle; Complaints; PIDPI complaints; Enquiry and Investigation; Consultations and Time limits of enquiry; Public procurement; Integrity pact and integrity index; Suspension, action against pensioner, retiring and retired employees.

Shri PVK Ramana Prasad, Principal Chief Legal Advisor, Anti-Corruption Bureau, Govt. of Telangana was the Chief Guest for the Valedictory Ceremony.

Dr Ch. Srinivasa Rao, Director, ICAR-NAARM also addressed participants during the workshop.

Following are the recommendations from the workshop.

  1. Setting up Vigilance Cell in each institute with committed staff
  2. Training and awareness among Vigilance Officers through structured training programme at NAARM
  3. Opportunities of exposures to Vigilance Officers in other organizations
  4. Identifying few Vigilance Officers as Master Trainers
  5. Creating a platform for professional discussion and experience sharing among ICAR institutes Vigilance Officers
  6. Emphasis to be given on Preventive Vigilance through pro-active actions
